Biographical / Historical
Morris N. Cohen, D.D.S., was born in Poland in 1898 and arrived in the United States in 1900. His father was a shochet and rabbi, first in Torrington, then in Hartford after about 1910. Dr. Cohen graduated from Tufts Dental School in 1922 and specialized as a periodontist.
Following 10 years of dental practice, Cohen moved to Bloomfield. Feeling that he should be involved in his community, he donated his time to set up and oversee a dental program for the town school system and persuaded other dentists to join him in offering free dental care. He also served on the Bloomfield Town Council, the Board of Education, the Board of Finance, and the Democratic Town Committee.
In 1960, Cohen was elected to represent Bloomfield in the State General Assembly. He quickly became active in sponsoring a variety of health-related inquiries and legislation, including the creation of a commission to evaluate rising hospital costs, investigation of nursing home patient abuse, water fluoridation, a ban on public smoking, patients' rights to "die with dignity," and funding of Welfare, Medicare, and Medicaid. Cohen's most visible and significant project is probably his sponsorship of a bill to create the University of Connecticut Medical and Dental School in Farmington. Called by many the "father of the school," Cohen got the school approved, and then saw it threatened when a battle erupted over the site for the school. Further difficulties ensued regarding the design and cost over-runs. Cohen found himself in an adversarial position at times as he investigated potential irregularities in the site and construction.
Cohen also championed other, non-health issues in the General Assembly. He sponsored a "truth-in-lending" bill and other consumer legislation related to fair interest charges and payments. He was an intelligent and hard-working legislator who was said by many to represent the "epitome of bi-partisan support."
Cohen also had a lifelong interest in sports. He played football and basketball throughout his high school, college, and early career days. The Morris N. Cohen Youth Athletic Award of the Jewish Historical Society of Greater Hartford is given each year in his memory.
Cohen married Emma Perlstein, and they had two children: Michael and Judith. Cohen died in 1988.
Emma Perlstein Cohen was an active and generous supporter of a multitude of philanthropic activities for many years. Her interests included camps for children, Emanuel Synagogue, the greater Hartford Bible Society, the University of Hartford, and the Jewish Historical Society of Greater Hartford. Mrs. Cohen died in 2004.
